What are some of the reasons why the South Vietnamese people as a whole do not rally behind the Americans?

The South Vietnamese people viewed the Americans' presence in their country as another occupying force, similar to the colonial French. Many seek to win their country back under Vietnamese control, whether or not it is run by capitalists or communists.
