Why didn't Moctezuma let pale people into his empire?

I'd never read this before, but from the information I've been able to find, there was a prophecy that the pale faced god Quetzacoatl was expected to return and take his place as the Aztec kingdom's ruler. Thus, Moctezuma viewed all pale people as a threat to his rule.
