Short version...... the Sherman Anti-Trust Act prohibited restraint of trade and authorized intervention if trade was prohibited. The law itself didn't work very well, as it was difficult to enforce, but it did open the way for the laws that followed. The purpose of the anti-trust was to counteract conglomerates and businesses that manipulated prices and stiffled competition.
