From the text:

The slip-shod ‘prentice from his master’s door

Had par’d the dirt, and sprinkled round the floor.

Now Moll had whirl’d her mop with dext’rous airs,

Prepar’d to scrub the entry and the stairs.

From this description, we can infer that the apprentice is lazy and irresponsible, as evidenced in the description of the way he performs his duties, he "par’d the dirt" by pushing it around.... thus, never really cleaning the floor at all.
