"Dagon" begins with a sailor recounting his experience of being cast adrift in a lifeboat, after a German Submarine sank his ship in the pacific. His ship was attacked and sunk by the Germans and he, along with the rest of the surviving crew, were taken prisoner. Eventually, the sailor is able to escape in a lifeboat.

2. Where does the sailor go after escaping the war ship in "Dagon"? Where does he find himself?

For several days the sailor drifts in the vast ocean, exposed to the hot sun and thirsty for water. One day, after a troubled sleep of fantastical dreams, he awakes to find himself surrounded by dark ooze and what looks like land. Apparently, part of a previously submerged mountain rose from the depths during the night.
