The novel's main setting is B-Mor, an island on the Atlantic Coast, which was formerly Baltimore, Maryland. It is a very structured society in which the needs of all of its residents are provided. The community is austere and plain in appearance. The residents are proud of their environment and the services they provide to the Charter communities.
