The Occupational Safety and Health Agency's (OSHA) Hazard Communication Standards (HCS) define a hazardous chemical as a chemical that is a health hazard or physical hazard. A chemical that has been scientifically proven to inflict harm upon on individual is a health or physical hazard. A health hazard is a chemical that may cause acute or chronic health problems. Carcinogens, toxins, or highly toxic agents such as irritants or corrosives are all considered health hazards. A chemical that is a combustible liquid, compressed gas, explosive, flammable, organic peroxide, oxidizer, pyrophoric, unstable reactive, or water reactive is considered a physical hazard (http://www.ilpi.com/msds/ref/hazardous.html).
