In most cases, these people are influenced by there appearance, so if they meet someone they prejudge how they wold be, and decide if they are interested in knowing the person or not. These people believe that if you are sad, happy or worried, you express it by the color of your clothes or the type of clothes you wear.

From my point of view, it depends on the people. Some people like to show what they feel, and they show it on everything they do, say and also wear. So, in this case, you can know what the person is feeling, but not how the person's personality is.
