Ib Michael Rasmussen was born 17 January 1945. His father, Michael Rasmussen, was raised by a foster uncle in the country. His mother, Inge Rasmussen, née Jørgensen, grew up in indigent circumstances with her mother. Ib's father eventually became a somewhat prosperous merchant in the cathedral town of Roskilde.
