William Edwin Franklin (born 3 May 1930) is a Bishop of the Roman Catholic Church and the Bishop Emeritus of the Diocese of Davenport, Iowa. Franklin was originally a priest of the Archdiocese of Dubuque. In 1987 then Archbishop Daniel Kucera ordained him as an Auxiliary Bishop of Dubuque. He was named Bishop of Davenport on November 12, 1993. He retired on October 12, 2006. Franklin Hall, a residence hall at Saint Ambrose University in Davenport was named in his honor.
