Vigilante 8: Second Offense is a video game, a sequel to Vigilante 8, released for the PlayStation, Sega Dreamcast and the Nintendo 64 in 1999. Its sequel is Vigilante 8 Arcade.

Synopsis

The story of Vigilante 8: Second Offense centers on the international meddlings of an oil conglomerate from the future known as OMAR. After the events of the first game, the character known as 'Slick Clyde' has resigned his vigilante ways and has risen to become the head of OMAR. He leads the conglomerate to great success, becoming the only multinational supplier of oil to all countries but the United States. This lack of control bothers Clyde greatly. Clyde's research team cracks the secret of time travel and he decides to take a small team back to when the United States was vulnerable in terms of oil, the 1970s. He leaves from 2017, with his bodyguard Obake and a cybernetic assassin called Dallas 13. The player begins the game with the choice of a small selection of characters who are part of three sides of the battle. OMAR operatives, also known as Coyotes, the villains of the game, plus some of their hired mercernaries. The default characters accessible are Dallas 13, Latina mercernary Nina Loco and a young delinquent called Molo. The heroes of the game, called 'Vigilantes', are trying to stop OMAR's plans. The default heroes are college party girl Sheila, bounty hunter John Torque and the daredevil motorcycle stunt team called the Flying All-Star Trio. 'Drifters' are characters who are not fully on either side of the conflict. The default ones are the mysterious Garbage Man, the clinically insane Astronaut Bob O and the time-traveling ChronoPol agent R. Chase.

Bio: Convoy's niece. A teenage rebel, she always had a problem with uncle Convoy's way of rule in the household. When she turned 18, she was kicked out of the home in order to pursue an education. She soon enrolled in UC Berkeley, and an attitude change soon followed. She quickly returned to Arizona, however, upon receiving word from John Torque that the Coyotes have resurfaced and Convoy is missing. - John Torque

Special: Wheel O' Fortune (a side-mounted launcher that shoots a grenade-like projectile which explodes in a flash of white light)
Bio: A smooth character who gambled away most of the money pilfered from the late Sid Burn after the demise of the Coyotes. With nothing left to do, he became a licensed bounty hunter. His target would be Nina Loco, a weapons smuggler who apparently came across the top-secret weapons once stolen from the government by Sid Burn. His job took a backseat when Torque learned that Convoy and Houston had disappeared. In a burst of passion, he set out to find his old friend. - Flying All-Star Trio (Tomey, Romey, and Leilah)

Bio: Tomey, Romey, and Leilah are daredevil siblings influenced by their grandfather's penchant for motorcycles and stunt shows. Their older sister, Tanyah, disappeared in 1973 without a trace, but a front-page article featuring Vigilante leader Convoy and former enemy Houston revealed that Houston was indeed their missing sister. They quickly departed to Arizona, hoping to reunite with their long-lost sister. - Houston (LOCKED, unlockable through Quest mode or cheating)

Bio: Former Coyote member who broke free from the mind-control device implanted in her by OMAR two years earlier. She married former enemy Convoy, and aided him with his trucking business. Some time later, she began to have eerie nightmares and visions about odd things. One such vision involved her in the body of an android and accompanying two familiar people to travel through time and eliminate someone near and dear to her: Convoy. Bio: After eliminating the Coyote threat, Convoy settled down with Houston, an ex-Coyote, and together they started a trucking business on Route 40 near Winslow, Arizona. Convoy became aware of Houston's constant mental anguish and took her on some of his truck rides to help ease her mind. One of those rides would possibly be their last... - Dave's Cultsmen (LOCKED, unlockable through Quest mode or cheating)

Special: Super Invasion (a satelitte transmitter that calls upon small UFOs to attack the enemy) Bio: Followers of Dave, the hippie character from the first Coyote battle. His extraterrestrial escapades captured the interest of many people, including three hippies from Dave's hometown of Santa Cruz, California. The trio seemed poised to seek guidance from the great Dave, and embarked on a spiritual journey to contact him.

Special: Mega Collider (a powerful beam that shoots from the front of the vehicle, ravaging anything in its path)
Bio: The latest model of 'BioBots' from OMAR's line of cybernetic henchmen, dating back to the Coyote Wars and Houston 3. Space-age alloy exterior coupled with the latest in nano-technology, BioBots were created using human bodies as a basis for the creation of these cyborgs. This particular bot was created specifically for Lord Clyde, OMAR's head honcho. Dallas was programmed to accompany Clyde through time to 1977 and destroy the remaining Vigilantes. - Nina Loco

Special: Lemming Missile (rear-launched missiles that seek out a nearby enemy and cause heavy damage)
Bio: A weapons smuggler/arms dealer who was associated with Sid Burn before he was killed. She later received an offer from Lord Clyde to supply him with weapons in exchange for money. Looking to ease away from the heat of the police and gangs on her tail, she accepted his deal and aided the revival of the Coyotes. - Molo

Special: Smog Check (fumes released from the back of the bus, powerful enough to stall the enemy's engine)
Bio: The departure of Sid Burn left Molo in a bad way. Disarrayed and somewhat bored, Molo resorted to robbing gas stations and trailer parks, but soon got busted by the feds. He was given a stiff punishment for his involvement with the Coyotes, and spent time in juvenile hall until his 18th birthday, when he was transferred to a correctional facility. En route to the prison, a white limousine appeared; it was Lord Clyde from the future. He killed Molo's captors and set him free on the condition that he work for the Coyotes. Molo quickly agreed, and stole the prison bus as a first step. - Lord Clyde (LOCKED, unlockable through Quest mode or cheating)

Bio: The most powerful man of the 21st century, Slick Clyde had it all: money, supremacy, attention...everything. A former Vigilante, it all started in 1975 after the Coyote Wars, when Clyde put on a metal wrist piece found in a bathroom. The contraption was Houston's old mind-control device, which sent Clyde in a power-hungry rage which would peak when he became the top dog at OMAR years later. After being snubbed by the government numerous times in attempts to monopolize the oil industry, Lord Clyde obtained a time-travel device and used it to travel back to the 1970's, giving him one last chance to complete his plans for world domination. By eliminating the Vigilantes, he could force the government to give in to economic stress, allowing Clyde to gain unlimited power. - Obake (LOCKED, unlockable through Quest mode or cheating)

Bio: Keiko Uzumi, who learned under her grandfather's company, earned the name 'Obake' (Japanese for 'ghost') from her friend, Darius. She, along with Darius, would end up being raised by Lord Clyde at a young age, losing touch with her family after OMAR bought out the Uzumi Manufacturing Company. She took part in a mission to steal time-travel devices. The mission was botched by Darius, who mysteriously disappeared shortly thereafter. Amidst all the confusion, she would also travel with Clyde and Dallas 13 back in time to take apart the Vigilantes once and for all. - Boogie (LOCKED, unlockable through Quest mode or cheating)

Special: Disco Inferno (a disco ball that shoots small projectiles at the enemy, spinning them around in midair)
Bio: Boogie was Sid Burn's right-hand man during the Coyote Wars. After the Vigilantes defeated them, he drifted off on his own. He would later be arrested and sentenced to 10 years in the slammer for burglary, assault with a deadly weapon, and DUI. Avoiding jail time for his disputed involvement with the Coyotes, Boogie spent a year in jail before being freed by Nina Loco on orders from Lord Clyde. On the way out of the prison, he stole the warden's car and headed out to fight once again. DRIFTERS Astronaut Bob O.

Special: Collector (a 'slice-and-dice' type move that attacks the enemy with brutal force; accompanied by a monkey scream)
Bio: A stranger seen roving the country, spotted anywhere from Florida to New Mexico. Not much is known about this person; his face always hidden by an astronaut's helmet, his actions unexplainable and erratic. He had been spotted recently in areas where action between vehicles took place, possibly hinting towards an involvement in the new auto wars. Garbage Man

Vehicle: Grubb Dual Loader (garbage truck)
Special: Compactor (picks up enemy and loads them into the truck (smaller vehicles), or slams them repeatedly (larger vehicles).
Bio: Appeared around the end of the Coyote Wars. A trash man seen in many place across the West. He randomly collects parts of machinery (metal pieces seemed to be his top interest). The Garbage Man soon became a piece of dark legend, with people fearing him instead of embracing him. No one knows his true intentions, however.

Agent R. Chase
Age: 31
Vehicle: Chrono Stinger (futuristic police cruiser)
Special: Hard Time (a pulse that freezes all opponents/objects for a limited time)
Bio: A CIA agent hot on the trail of Lord Clyde and OMAR. Chase hoped to prove that Clyde was the leader of an underworld organization known as the Coyote Cartel, which was linked to many terrorist attacks and economic upheavals. Close to a solution, he got sidetracked by a report of missing time-travel peripherals. It was Clyde's gang traveling back in time. Chase, no stranger to a hot pursuit, volunteered to follow him back and reacquire him. He also had hidden aspirations of a possible meeting with Chassey Blue, whom Chase was fascinated with during his teen years. Chassey Blue (LOCKED, unlockable through Quest mode or cheating)

Special: Star Power (satellite that sends a red beam to the enemy, damaging them)
Bio: A former FBI agent, Chassey Blue took the road to fame and became a Hollywood star. Things came to an end after she became involved with a national scandal in the media. Little did she know, it was the FBI who was behind the controversial ordeal that influenced her return to the force. Tired of the pressure, she resumed her FBI job, receiving the title of Secret Agent. She took the new mission of investigating possible Coyote activity in Arizona. Padre Destino (LOCKED, unlockable through Quest mode or cheating)

Vehicle: Goliath Halftrack (large vehicle with rear-treads)
Special: Hades' Gate (drives into the ground, seeking an enemy; upon discovery, he leaps from the ground, damaging the target and causing an earthquake to all around him)
Bio: A preacher who constantly spread the word of an impending armageddon. Southerners referred to him as Padre Destino, or "Father Destiny". He urged humans to repent and to await the Apocalypse. Preaching from the "Tome of Scriptures", a red book that he always had with him, he was unable to gain any followers. Hoping to add to the carnage, he thrust himself into the impending combat between Vigilantes and Coyotes. Dusty 'Earth' (LOCKED, unlockable through Quest mode or cheating)

Vehicle: Wapiti 4WD (mid-size sport utility vehicle like a Jeep Grand Cherokee)
Special: Tribal Magic (a falcon spirit descends upon the enemy and attacks the vehicle, causing substantial damage)
Bio: A chief of the Zuni tribe, Dusty found himself at the mercy of constant environmental and economic stress, which in turn affected his tribe. Roving gangsters attacked a nearby ghost town on tribal ground and proceeded to desecrate the land. It was then that Dusty could not take any more. He quickly jumped into the fray, calling upon the ancestral spirits rather than resorting to conventional weaponry. The spirit of the falcon flowed through him as he began his quest to regain his tribe's legacy.
