Publicly Available Specifications (PAS) are flexible and rapid standards development models that are open to all organizations. A PAS is a sponsored piece of work allowing organizations flexibility in the creation of a rapid standard whilst also allowing for a greater degree of control over the document's development. A typical development timeframe for a PAS is around 6-9 months. Once published a PAS has all the functionality of a British Standard for the purposes of creating schemes such as management systems and product benchmarks as well as codes of practice. A PAS is a living document and after two years the document will be reviewed and a decision made with the client as to whether or not this should be taken forward to become a formal British standard. Whilst the PAS allows the rapid development of a standard this is not without potential drawbacks. A PAS is in essence the work of one, or a small number of persons, typically from one or two companies with a vested interest in the target market for the PAS. The sponsorship of the PAS by the author/s is unlikely to lead to the same kind of rigour found on BSI committees. Generally on committees there are a broad range of participants from a range of interested parties. It would be true to say that a committee can also be partisan; however there is at least some chance that alternative views and proposals are included on the agenda for robust discussion. Something worth recognising is that BSI is not a benevolent charity producing standards of any kind for the good of the UK. They are in fact a commercial organisation like any other and have to generate income. BSI committees, whilst the traditional route for developing a standard, are relatively costly and time consuming. The PAS is a route to the production of standards and introduction to the market very quickly without the cost and time expenditure of involving a committee.
