Ramon is broken out of prison by Jack Bauer, during a prison riot. During the riot Bauer and Ramon are forced to play Russian Roulette against each other, eventually shooting their way out of prison to an awaiting helicopter. Ramon returns to Mexico, disgusted with his brother Hector for working with Bauer, but is convinced by Bauer and Hector to go along with their plan of purchasing the Cordella virus from Micheal Amador. Ramon is outbid for the virus by Nina Myers, but kidnaps Myers and forces her to hand over the virus. Ramon kills Hector after Myers convinces Hector to back out of the deal. Hector merely runs the drug ring in Ramon's place and when Ramon is released from prison, he quickly retakes his power as leader. Hector takes Jack Bauer captive and then praises Bauer for his achievement of returning Ramon to his henchmen despite Ramon's demand that Hector kills Jack. Hector then allows Jack to help with the purchase of a vial of virus which the Salazars require for their next operation, despite Ramon's initial objections. They are out bid for the virus by Nina Myers. Hector is killed by Ramon when he wants to withdraw from the operation to obtain the virus, when Myers convinces Hector that Bauer is playing each brother off against each other.

Michael Amador

Michael Amador [42], played by Greg Ellis, is a terrorist in day 3 of 24. Amador holds a silent auction between Jack Bauer and Nina Myers for the virus in which Myers bid of $240million beats Bauers bid of $225million. During the virus exchange between Myers and Amador, Amador switches the virus with a bomb, which ultimately leads to the death of Ramoan Salazar. During his escape, Amador's marksmen kills a Delta team and allows for Amador's escape. Amador escapes back across the border into California where he exchanges the virus with the real purchaser, Stephen Saunders. While at the club CTU tracks Amador's location to the club and later tortures him for information. Amador refuses to divulge any information, and later escapes, though CTU continue to track his location. Amador is killed when a suitcase bomb explodes in a car he plans to use to escape.

Marcus Alvers

Marcus Alvers [43], played by Lothaire Bluteau, is a fictional terrorist in day 3 of 24. Nina Myers revealw to Jack Bauer and CTU that Alvers is an associate of Arms Dealer Michael Amador. Alvers serves as a connection between Amador and the mastermind of the day's events, Stephen Saunders. Once Alvers arrives at the hotel, he passes through security and makes his way to the maintenance room where he manages to arm a vial of the deadly Cordilla Virus. It isn't long before the virus is released and the building is contaminated. Later, he is apprehended by Michelle Dessler where he makes a deal with CTU to reveal Saunders. Prior to Day 3, Saunders was a member of Operation Nightfall, in which he, along with Jack Bauer and others, attempted to kill Victor Drazen. Saunders comes in to possession of the Cordella virus and releases a sample in a hotel to blackmail President David Palmer in to capitulating his demands. His demands include using the phrase 'the sky is falling' and killing Ryan Chappelle. Saunders is blackmailed himself into revealing his couriers locations when his daughter Jane is captured. Saunders had earlier been captured by Bauer in a set up, when releasing Michelle Dessler as a hostage. Saunders gives all of the locations of the couriers to CTU and is in the process of giving the final location when he is killed by the widow of Gael Ortega, who shoots him twice in the chest.

Kalil Hasan

Kalil Hasan [46] played by Anil Kumar, is a member of Habib Marwan's terrorist cell during day 4 of 24. Hasan interrogates and kills Andrew's mother and co-workers attempting to find him. Hasan finally locates Andrew when Andrew attempts to meet with CTU agents. Agents Jack Bauer and Ronnie Lobell attempt to stop him, but Hasan kills Lobell and escapes with Andrew. Jack saves Andrew from being killed after Hasan turns him over to his comrades, then attempts to follow Hasan back to the compound where Heller and Audrey Raines are being held. After Hasan is pulled over by police, then quickly releases, he begins to suspect he is being followed. Hasan then deliberately turns his car into the path of an oncoming truck and is killed in the resulting explosion.

Omar

Omar [47], played by Tony Plana, is a terrorist working with Habib Marwan in day 4. He is in charge of the compound where Secretary of Defense James Heller and his daughter Audrey Raines are held after their abduction. Omar announces on a live broadcast his group's intention to try Heller for war crimes and then execute him. Heller refuses to sign a confession and only cooperates after Omar threatens the life of his daughter. When Jack Bauer and the Marines raid the compound to rescue Heller, Omar takes Audrey as a hostage and attempts to escape. Audrey, however, manages to stab Omar and break free, at which point Jack kills Omar, using a throwing knife.

Henry Powell

Henry Powell [48] played by Robertson Dean, was a computer consultant working at the Rockland Building. He was a former employee at the defense contractor McLennan-Forster, and still freelanced for the company. He also helped Habib Marwan in his plot to install the Dobson Override device. Two months prior to the meltdown date, Powell attended a Heritage Foundation dinner at the Hyatt in Los Angeles. He met with Audrey Raines, and found out when she would be returning to Los Angeles with her father, Secretary of Defense James Heller. During Day Four, Powell kept in contact with Marianne Taylor at CTU. He also made a few calls to Dina Araz, another one of Marwan’s underlings. Powell went to Omar’s warehouse in the Santa Clarita Valley to pick up the briefcase containing the Override. Although Audrey recognized him, Powell was assured that she would die, and he left for the Rockland Building. He got a worker named Ali to install the device in IDS Systems - their hardware could be used to download the virus into the nuclear reactors. When Heller’s execution was stopped by Jack Bauer, Powell realized that Audrey could identify him from the dinner. He called Marianne, who told him that Jack and Audrey were heading for Felsted Security in Burbank, because Audrey couldn't remember his name, but remembered that he'd been at the dinner, and since the company had taken surveillance of the dinner, Jack needed her to identify him from the camera surveillance. Powell arranged for a group of men to kill Jack and Audrey at Felsted, and told Marianne to divert suspicion away from herself, since there would be an internal investigation once the two were dead. The attack failed, however, and Jack and Audrey escaped, with the help of Tony Almeida. Powell ordered Marianne to stay at CTU, since leaving might arouse suspicion, and an interrogation might point back to him. Though all air traffic had been grounded, Powell used special ordinates from McLennan-Forster, and was able to get clearance for a helicopter in Van Nuys to take him out of Los Angeles. When he arrived at the helipad, however, he found that the clearance had been superseded by the Department of Defense. Knowing that Audrey or Secretary Heller was behind this, he ordered the pilot, at gunpoint, to fly him out. The pilot reluctantly agreed, but Jack and Tony arrived just in time to stop the chopper from taking off. As he was being taken into custody, Powell attempted to bribe them, but to no avail. Before Tony and Jack could secure Powell in their car, he was killed by one of Marwan’s snipers from a nearby building.

Habib Marwan

Habib Marwan (played by Arnold Vosloo was a terrorist mastermind behind the events of day 4 Marwan used an alias to infiltrate a computer engineering company, which was used as a cover to acquire technology for the attacks. the attack causing the meltdown or near-meltdown of several nuclear power plants, was personally undertaken by Marwan. After Air Force One in the air was shot down with a stolen stealth fighter. The Nuclear Football, containing the President's nuclear launch codes was stolen. Marwan is Killed after a fight with Jack Bauer whihc ultimatly leads to Marwan falling from the parking lot to the ground below.

Jacob Rossler

Jacob Rossler [49] was a freelance mercenary working for Ivan Erwich in season 5 of 24. At first, CTU is lead to draw the conclusion that Rossler helped the terrorists release the nerve gas and goes after him. After they imprison him, they allow him to tell Erwich he will meet him to set up the cansiters (even though it's a trap). His female commpanion, however, shoots him. This forces Bauer to go as Rossler.

Polakov

Polakov [50] was a fictional character in 24. Believing that he was Jacob Rossler, Polakov went with Jack Bauer to release Sentox VX-1 Nerve Gas in a shopping mall. Earlier, Rossler was shot, who just happened to be the only link to the remaining canisters. Rossler was supposed to have met Erwich, the terrorist responsible for the canisters. This forced Bauer to go as Rossler. Polakov soon asked Bauer for the unlock code, in which he replied untruthfully. This made the terrorists angry, and they punched him. Soon Bauer awoke and managed to kill some of the terrorists that were working for Polakov, but Polakov himself escaped. After Polakov realized he was being followed by Bauer, he went into an abandoned warehouse and shot himself.

Vladimir Bierko

Vladimir Bierko [51] (played by Julian Sands) is a terrorist Day 5. At first in season 5, a hostage situation erupts in the Ontario Airport where Russian separatists hold people there hostage and threaten to kill the Americans if President Logan doesn't comply. The terrorists demand that he cancel an anti-terrorist treaty. Logan is hesitant, and doesn't comply. This angers the terrorists, and they one by one start to kill the hostages. Soon, CTU rescues the hostages and kills the terrorists. But they soon realize that one of the hostages was working with the terrorists, and their true objective becomes clear: to release Sentox VX-1 Nerve Gas on Moscow. Erwich (the hostage that was actually a terrorist) seems to be the leader, and works with Logan's chief of staff, Walt Cummings (since Cummings is controlling the nerve gas). But soon Erwich realizes that Cummings is really trying to deceive them, and changes his mind, saying that he will release all of the gas on American soil. Later, it is revealed that the true mastermind behind everything is Bierko himself. Once he discovers that Erwich is planning to use the gas on American soil instead of Russian, he becomes angry and kills Erwich. Realizing that he cannot accomplish his mission, he calls President Logan and tells him that he wants the motorcade route of Russian president Yuri Suvarov. If he complies, Bierko will not release any of the gas, but if he doesn't, he says he will have no choice but to release all of it. Logan complies, and talks with his wife, Martha about it. She replies saying that it would be a terrible mistake to negotiate, but Logan disagrees. Right before the motorcade starts, Martha tells secret service agent Aaron Pierce that she will ride to the airport with them. Soon, the motorcade reaches the checkpoint where Bierko was going to have them killed, and a missile fires, although the car is fire-proof, and Pierce kills the terrorists. Bierko discovers this, and releases the gas in the Sunrise Hills Shopping Mall, but CTU interferes, and saves some people. Bierko later strikes at Tyler Memorial Hospital, CTU, and at a natural gas distribution center, where CTU apprehends him. The van that is delivering him to Division is soon hijacked by terrorists working for Bierko and takes him to a Russian submarine, where they plan to use the remaining canisters to kill the people onboard and use their missiles. Jack Bauer then interferes and kills Bierko there.

Christopher Henderson

Christopher Henderson [52] (played by Peter Weller) is a former CTU agent. Henderson is implicated as assisting the terrorists in the nerve gas attack when links between Omicron International and Vladimir Bierko are discovered. Henderson was arrested by Bauer after Henderson attempted to assassinate Jack with a bomb in a lab at Omicron. Henderson refused to release any form of information through interrogation and torture. Henderson after refusing to release any information was held in the CTU medical facility. During this time Tony Almedia learned of Henderson’s involvement in the death of his wife, Michelle Dessler, and attempted to kill Henderson. Henderson was able to overpower Almeida and "supposedly" kill him in the process, allowing Henderson to escape. Later Henderson becomes aware of a recording implicating himself and President Logan which Wayne Palmer is in possession of. Palmer turns the recording over to Bauer but Henderson forces Bauer to return the recording after blackmailing him in an exchange for Audrey Raines. Henderson hands the recording off to an international flight pilot. Jack discovers this, and after taking back the recording and forcing the plane to land, he is able to re-capture Henderson. Henderson again attempts to blackmail his way to freedom, this time by threatening the life of Secretary of Defence, James Heller. This becomes moot when Heller drives off of a cliff. Heller was aware of the threat to national security that the recording imposed, and was willing to give his own life in order for Jack to bring Henderson and Logan to justice. Bauer and Henderson are forced to work together in exchange for Henderson’s release by faking his own death. Henderson and Bauer are successful in disarming the Russian submarine in the docks, but Bauer refuses to let Henderson go. Bauer kills Henderson on the deck of the submarine, after proving him responsible for the deaths of President Palmer, Michelle Dessler and Tony Almeida; his final words to Jack before he was shot and killed being "That's how it works". Unlikely as it may be, Henderson may still be alive. The deal made with Jack was to secure and ensure his freedom, which would be done by Henderson faking his own death, with the aid of Jack. In Season 5, episode 24, there is a brief camera shot of Henderson's body, still lying on the deck of the submarine. This makes little sense, as a group of local police and medical teams arrived on the scene immediately after his death occurred. Also, the scene of Henderson's death was cut short by producers of "24". It originally included an extra minute or so of film, in which Bauer walks directly up to Henderson's body and shoots him in the head, ensuring his death. This scene was cut by producers, supposedly for time reasons, but it also leaves another window open for Henderson's possible, albeit unlikely, return.

Conrad Haas

Conrad Haas [53] played by Jeff Kober, was the assassin who killed former President David Palmer at the beginning of Day 5 at around 7:02am. His assignment was also to hunt and kill Chloe O'Brian, one of four people who helped fake Jack Bauer's death at the end of Day 4 and were targeted for assassination. Haas and his men eventually track down Chloe who is with Jack and Derek Huxley at an oil refinery. Jack dispatches all of Haas's men before setting off to hunt down the assassin. Haas eventually finds Chloe and Derek but is wounded by Jack and Chloe. Jack tells Haas he will receive medical treatment if he tells him why his team was after the four targets. Haas confesses that Chloe, Tony Almeida and Michelle Dessler were secondary targets in order to frame Jack. But his main goal from his unknown superior was to take out the primary target - David Palmer. Haas doesn’t know who hired him. After hearing the confession and consumed with rage, Jack executes Haas in front of Chloe and Derek.

Anton Beresch

Anton Beresch [54] is a terrorist henchmen in the fifth season of 24, played by David Dayan Fisher. Beresch, a former Russian Army officer, later joined the Dawn Brigade, a Russian separatist movement responsible for various terrorist bombings in that country. Beresch was the leader of the group of terrorists that took hostages at the Ontario airport on day 5 of 24's fifth season. He threatened to kill all of the hostages inside the airport if President Logan didn't call off the treaty about to be signed with Russian President Yuri Suvarov. Beresch broadcasted the executions of some of the hostages on live television. Jack Bauer happened to be inside the terminal at the time Beresch and his men took it over. Beresch's men were wearing explosives-laden vests, one of which was covertly detonated by Bauer when Beresch attempted to execute Derek Huxley. Not long after Jack detonated the explosive vest, Beresch received a phone call from James Nathanson letting him know that Jack was hiding inside the airport. Beresch once again threatened to execute Derek if Jack didn't show himself. Jack gave himself up, and Beresch forced him to tell Curtis Manning to bring his tactical teams into a trap. Jack secretly alerted Curtis of this ambush by using the code term "Flank 2 position." However, the code had become defunct since Jack was forced to go into hiding 18 months before. Before Curtis and his team carried out the assault on the terminal that would cause them to walk into a trap, they were alerted by Lynn McGill who figured out what the term Flank 2 meant. Before the assault took place Beresch handed a key card to one of the hostages who turned out to be Ivan Erwich, a terrorist working for Vladimir Bierko. Beresch and his men expected CTU to move into their trap but were ambushed from behind by CTU agents. Jack Bauer attempted to capture Beresch by shooting his gun out of his hand when he tried to shoot himself, but Beresch then detonated an explosive vest on a dead terrorist, killing himself.

Ivan Erwich

Ivan Erwich [55] is a terrorist henchman on the fifth season of 24, played by Mark Sheppard. Erwich was a chemical engineer who trained at the University of St. Petersburg, then joined the Dawn Brigade separatist movement 6 years ago. He is first seen as a sleeper hiding among the hostages at the Ontario Airport. He is handed a key card by the terrorist leader Anton Beresch, which is used by the separatist group to secure a cache full of Sentox nerve gas before their escape. Erwich puts the canisters into a storage container supposedly containing medical supplies to be transported out of the country. However, a suspicious Ivan kills his driver, Schaeffer, after he finds the man inside the container. Later, it is revealed that Schaeffer was an inside man, secretly working for Walt Cummings as a part of the government's sting operation. After Schaeffer is confirmed dead, Cummings receives a call from Erwich, stating that Cummings must have altered the arming codes to the canisters. Ivan prepares to attack the US directly for revenge. First, he seeks the assistance of Jacob Rossler, who knows how to alter arming codes. However, Rossler is killed during a sting operation led by Bauer. Afterward, Erwich plotted to test his product by releasing a canister of Sentox nerve gas into a shopping mall. Jack Bauer went undercover as Rossler and helped Erwich's assistants arm the Sentox gas, but Bauer quickly escapes and eventually stops the gas attack with few casualties. Erwich also discovers that the surviving terrorist from the mall attack was followed, so he orders the man to kill himself. In episode 9 it is revealed that Erwich was working for Vladimir Bierko. He tells Bierko the test was successful but Bierko blames him for wasting the gas and for trusting James Nathanson and the Americans. Bierko stabbed Erwich in the chest, killing him.

Ostroff

Ostroff [56] was an eastern-European terrorist working for Vladimir Bierko in the fifth season of 24, (played by Alex Kuznetsov). Ostroff was part of a team sent by Bierko to eliminate James Nathanson, once it became clear that Nathanson had betrayed them. Jack Bauer shot and damaged Ostroff's helicopter, forcing him to land, though not before Nathanson was fatally wounded. Ostroff also recruited Dwayne Thompkins and Jenny McGill to steal a CTU key card from Jenny's brother Lynn McGill in exchange for money. Once Ostroff obtained the key card, he killed them both and used the key card to infiltrate CTU with a canister of Sentox nerve gas. Ostroff placed the canister in a section where the nerve gas would be filtered into the building's ventilation system. He also murdered Carrie Bendis when she discovered the canister and attempted to alert CTU. When Lynn McGill was informed of his sister's murder, he confessed to being mugged by Dwayne. Bill Buchanan ordered Chloe O'Brian to check if anyone had used the key card to gain entrance to CTU. When Ostroff's use of the key card is discovered, Buchanan orders a lockdown. Ostroff was shot and killed by Jack while trying to escape. They were too late, however, to prevent the nerve gas from being dispersed throughout the building and some 56 people were subsequently killed including Lynn McGill and Edgar Stiles.

Collette Stenger

Collette Stenger [57] (played by Stana Katic) was an information broker hired by many terrorist cells all over the world. Before the events of Day 5, Collette Stenger brokered information to many terrorist cells. Before Day 5, Stenger came in contact with Vladimir Bierko, a Russian separatist, who needed her to broker information about the nerve gas that the terrorists needed. Stenger was hired by Russian separatist Vladimir Bierko to provide the schematics for a secure building in Day 5. While enjoying herself in a hotel room with Theo Stoller, Stenger got a call from Bierko asking if she had the schematics. Stenger informed Bierko that she would have it at any given time. When Theo was convinced he could help Collette if he knew her work, Stenger became angered and told him that she doesn't talk about her work. When she told Theo that she had to finish her job, Theo grabbed her and alarmed her she had other things to finish. After getting the schematics, Collette left the hotel and told Theo she would meet him at the Van Nuys Airport. Collette arrived at the warehouse and was searched by Bierko's men, in case she had any firearms. After selling the schematics to Bierko for 10,000,000 US, Collette left to meet with Theo. Outside, Collette was surrounded by agents from CTU LA. Demanding for Theo to get in her car, Collette was shocked that Theo handed her over to the agents. She then learned from Jack Bauer that Theo was an agent for German Intelligence. Collette would only cooperate if she got full presidential immunity and Jack accepted the offer. After confirming with her lawyers that the immunity was legit, Collette told Bauer that she provided Bierko with a schematic. When Bauer asked to know what the schematic was for, Collette insisted she only brokered the deal. She revealed she had a source within the Department of Defense. When Bauer asked the source's name, Stenger replied that it was Audrey Raines. Collette was brought back into CTU and after interrogating Audrey, Jack was convinced that Stenger set her up. When Chloe O'Brian proved that Stenger was still withholding information, Jack knocked out a federal marshal in order to interrogate Stenger. After threatening to kill her, she revealed she was told by Christopher Henderson to set Audrey up, and she revealed where Bierko's next target was. As a result of her withholding information, President Logan and CTU took away the presidential pardon.

Hamri Al-Assad

Hamri Al-Assad [58] (played by Alexander Siddig) was the leader of a Middle Eastern terrorist group believed to be responsible for hundreds of American deaths. In time, however, Assad grew disillusioned with violent methods and sought to legitimize his group and pursue his ends through politics. Assad was taken to CTU Los Angeles to be questioned and debriefed by Bill Buchanan and Nadia Yassir. While questioned, Assad gave CTU the name of a Russian General, Dmitri Gredenko, who met with Fayed, under orders from Assad, about the possibility of acquiring nuclear weapons. Assad was offered a full pardon for all past crimes by President Wayne Palmer, under the condition that Assad continue to help stop Fayed and that he bring his and all other affiliated organizations to peace talks. Later during the day Assad was going to give a televised statement at the behest of President Palmer, calling on America's Muslim community for assistance in stopping further terrorist acts. Assad didn’t want to be perceived as a puppet, as he would lose sway within the community. Assad later warns President Palmer that his course of action was an unpopular one, and that Palmer will face consequences from within his own administration. "They will come for you," Assad grimly informed the President. Assad was later assassinated while preparing to give the address when a bomb was placed under the podium he was preparing to give the speech from with President Palmer. Palmer was seriously injured in the blast. Assad was accused of attempting to assassinate Palmer by Vice-President Noah Daniels, when speaking to Assad’s country's ambassador.

Ahmed Amar

Ahmed Amar [59] (played by Kal Penn) was first seen as his father was being arrested by FBI agents under suspicion of being a terrorist. Two neighbors, who also saw the arrest, started harassing Ahmed, breaking down his door and telling him to "get out of their neighborhood." Ray Wallace, the father of Ahmed's classmate Scott, who lives across the street, intervened, and invited Ahmed to stay at his house until he felt it was safe. It is later revealed through Ahmed's phone calls to Abu Fayed that Ahmed himself is a terrorist, and his father is actually innocent. Ahmed had the duty of delivering a package (later revealed as an enormous sum of money that is used to buy the final components for an attack, a device to program the trigger on a nuclear bomb) to Fayed's men. Ahmed was injured during a fight with one of his neighbors, who returned to Ahmed's house to further harass him. (During the battle Ahmed gets a shard of glass lodged in his leg.) Scott sees this and goes over to help Ahmed, only to see that Ahmed has already shot and killed his attacker. Scott then confronts Ahmed, who said he was never his friend, since he doesn't even pronounce his name right. ("It's not 'Ah-med,' it's 'Ahck-med.") He takes Scott and his family hostage and, unable to complete his duties to Fayed due to his injury, coerces Ray to carry them out for him. He threatens Ray that if the authorities show up he will kill Scott and Ray's wife. Following Ray's acquisition of the package, he convinces Ahmed to release his wife. Fearing for her son's safety, she calls the police. The call is transferred to CTU, and under Jack Bauer's direction, they plan an assault on Ahmed's location. Ray delivers the package to Fayed, and is subsequently taken hostage by him. Fayed orders Ahmed to kill Scott, on the basis that he heard too much information relating to their plot. As he prepared to carry out the order, CTU storms into the house. After exchanging fire with several CTU agents, Ahmed runs out the back. He was fatally wounded by a CTU agent during a showdown with Jack Bauer, and died en route to a hospital.

Hasan Numair

Hasan Numair [60] (played by Shaun Majumder) went under the code name meaning "Sword of the Faith" and not much was known about him apart from his code name until his photo was shown to Hamri Al-Assad, who identified him as Numair. Numair was one of the 110 enemy combatants held at Palmdale Military Prison that Abu Fayed demanded be released. Numair was able to escape the prison before being put into a plane with the remaining 109 combatants. Numair met Fayed in Valencia, and begain working on arming a suitcase nuke. Fayed left for another safehouse, and as Numair finished, the terrorist cell was attacked by a CTU TAC team. To prevent the device from being confiscated, Numair detonated the nuclear bomb, destroying an area within a radius of a half mile, and killing at least 12,000 people.

Abu Fayed

Abu Fayed [61] was a senior leader of an Islamic terrorist group (played by Adoni Maropis) In the midst of a series of terrorist attacks in the United States seemingly masterminded by Assad, Fayed contacted the American government and offered to give up Assad's location in exchange for several demands: $25 million, Jack Bauer, and the relevant government satellite protocols to ensure he would not be tracked or observed. All of the demands were given to Fayed. Fayed intends to launch suitcase nuclear bombs in suburban areas of the United states. The first suitcase bomb is exploded in Valenica suburb when the area is raided by CTU. This causes the death of Fayed's main programmer. Fayed contacts British businessman Darren McCarthy and asks him to find someone who can help them program an arming device and use the remaining suitcase nukes, McCarthy's research leads him to Morris O'Brian. Although Morris initially refused to cooperate, Fayed forced his compliance by having his men beat him with a bat, hold his head underwater, and torture him with a power drill. To prove that the arming device works, and to distract CTU, Fayed arms one of the suitcase nukes, which Jack eventually defuses then escapes via helicopter, with the remaining three nukes and arming device. Fayed meets with Dimitri Gredenko in the Mojave Desert, revealing plan to use remote-controlled drones to launch the remaining three bombs at high-profile targets. The first drone, targeted at San Francisco, was crash-landed safely by Jack Bauer after locating and killing the drone pilot. However, the crash damaged the bomb loaded onboard, subsequently releasing radioactivity into the air creating a dirty bomb. Later Fayed is set up to meet Gredenko at a pier, with Gredenko being tracked by CTU via a radioactive isotope injected in his arm. He meets Fayed, and they agree that to escape they have to get rid of the link to CTU, so they sever Gredenko's arm. They walk to a local bar where Gredenko screams that Fayed is the terrorist on the news, and Fayed is beaten by civilians in the bar until Bauer arrives and brings Fayed into custody. Fayed refuses to speak under torture during his captivity. Subsequently, Jack and Doyle stage a "rescue mission" of Fayed by Arabic CTU agents during his transfer to CTU to undergo pharmaceutically-based torture During the "rescue" Fayed's superior sends a codeword to Fayed resulting in fayed escaping and hijacking a vehicle. Bauer hides under the vehicle and is lead to the location of the final suitcase nukes. Bauer and Fayed end up confronting each other and Fayed is killed by Bauer when Fayed is strangled using a hydraulic chain hanging from the ceiling.

Darren McCarthy

Darren McCarthy [62] (played by David Hunt) was a wealthy British businessman working with the terrorist Abu Fayed in Day 6. McCarthy had sold him the suitcase nuke detonated shortly before the end of episode 4, and arranged for the device which reprogrammed the trigger. Fayed later asks McCarthy to find him someone who could reprogram the suitcase nukes. Fayed offers double the original payment, enough to convince McCarthy to stay in Los Angeles instead of going to Las Vegas. Along the way through Los Angeles, he picks up his girlfriend Rita, with whom he bickers constantly. At the end of episode 7 Darren kidnaps Morris O'Brian with the help of Rita in order to reprogram one of the four remaining suitcase nukes on orders of Abu Fayed. In episode 8 and during a vehicle exchange, Morris tells Rita about the nukes in relation to the $7 million payoff for delivering Morris to Fayed. Morris tries to convince Rita to let him go, telling her that thousands of people are in her hands and that CTU is unaware of her involvement. While stopping at a cross intersection, Fayed calls McCarthy to give him his location and McCarthy has Rita enter in the address in his GPS. Right after this, in an act of greed, she shoots McCarthy dead and pushes him out of the car. Rita herself is killed shortly after she delivers Morris to Fayed. Originally, Darren McCarthy was to be played by Eddie Izzard, who had to drop out after the first day of filming, because of scheduling conflicts.[63]

Graem Bauer

Graem Bauer [64] (played by Paul McCrane) was the mastermind behind the majority of the plots in Days 5 and 6. Graem was also the brother of Jack Bauer. Bauer was revealed late in Day 5 as the orchestrator of the plot to sell Sentox nerve gas to Vladimir Bierko and his Russian separatists and the man controlling President Logan. Bauer informed Logan of the recording implicating the true masterminds of the plot and ordered it to be destroyed. Bauer convinced Logan to attempt to shoot down a diplomatic plane before it landed on a freeway. Bauer also tried to convince Logan to commit suicide to prevent the public becoming aware of the plot. During Day 6 Graem is revealed by Jack that he has connections to the attacks. Jack interrogates him and reveals the connection with BXJ technologies. Graem then orders Bauer to be captured after his men overpower Jack. Jack then escapes with his father Philip and Graem is captured. Jack then begins medically interrogating Graem and Graem reveals all of the connections with day five and the assassinations. When Jack finishes interrogating Graem, Philip congratulates his son on not revealing any current information. Philip doesn't believe that any more information will be revealed , but cannot be certain so he murders Graem by overdosing him.

Anatoly Markov

Anatoly Markov [65] (played by John Noble) was the Russian consul in Los Angeles during Day 6. He was apparently close to Dmitri Gredenko, a former Soviet general. The two became close friends when they served in Afghanistan together and had many dealings with each other. Markov was complicit in the Sentox VX nerve gas conspiracy that was revealed during the events of Season 5, along with then-President Charles Logan and Philip Bauer. Markov's part in the conspiracy, specifically, was in helping to establish contact with Vladimir Bierko's separatist organization in order to supply the nerve gas to them. The plot was eventually foiled by CTU Los Angeles, and Logan's role was exposed. Logan kept silent about Markov's involvement. In the events leading up to Season 6, Markov worked with Gredenko to have five suitcase nukes brought into the United States. It is likely that Markov was the one who told Gredenko of Phillip Bauer's involvement in the Sentox conspiracy. Gredenko used this information to blackmail Bauer (whose company had been contracted to decommission the suitcase nukes) to supply him with the suitcase nukes. Gredenko supplied the bombs to Abu Fayed, the leader of an Arab Islamic terrorist group, and they planned on having the Arabs become a scapegoat. Gredenko and Markov's motive was their grudge against America after the Cold War. During the events of Season 6, Markov was approached by former President Logan. Logan revealed that he knew Markov was complicit in the attacks and knew where Gredenko was. After Logan threatened to send recordings to Russian President Yuri Suvarov, that implicated Markov in the Sentox conspiracy, Markov maintained that he hadn't had contact with Gredenko for over a year. Shortly after 5:30pm, the power at the Russian consulate went out. Markov realized that an American agent managed to gain access to his office, and he tripped his alarm. Jack Bauer was able to take Markov hostage, but the guards in the consulate had heard the alarm go off. Jack told the Russians that he was holding Markov at gunpoint and he would kill him if they attempted to make a move on him. Jack interrogated Markov on his involvement with Gredenko, but Markov continued to claim he hadn't spoken to him in over a year. After Jack cut off one of Markov's fingers, Markov confessed to being complicit in Gredenko's plans and he revealed Gredenko's location. When Jack tried to call CTU, the consul guards blew the door down and apprehended him. Markov gave orders to have Bauer taken into custody and to allow nobody near him. He then gave the order to terminate Bauer, but Jack managed to disarm and kill his would-be executioner. This prompted Markov, who was watching on a security camera, to order a lockdown of the consul. When President Suvarov learned of Markov's involvement in the nuclear strike, he ordered him to surrender to CTU and release Jack Bauer unharmed. Markov refused, prompting Suvarov to authorize CTU's previously planned strike against the consulate. Markov called Gredenko to warn him that the Americans had stormed the consulate, and that Gredenko's location would soon be discovered. Gredenko told Markov to hold them off for as long as he could. A moment later, CTU agents stormed his office. Markov fired upon them, and was shot dead.

Zhou Yong

Zhou Yong [66] (played by Ian Anthony Dale) is a mercenary for hire that is contracted by Cheng Zhi. In the 2:00AM-3:00AM episode, Zhou leads his men in an assault of CTU on the orders of Cheng. After he took CTU personnel hostage, he asks for the Director of CTU to step forward. Milo Pressman, not Nadia Yassir, identified himself as the Director and was shot in the head by Zhou. He then forces Josh Bauer to come out of hiding in the ventilation system by threating to kill his mother. After Josh is in his custody, Zhou orders his men to take him back to Cheng via the sewers. Following Josh's departure, Zhou then orders the CTU staff to split up into two different groups to be taken to their holding cells. When it was Jack Bauer's group turn, Bauer, Nadia, and Morris O'Brian revolted against Zhou and his men. In a brief hand-to-hand combat scuffle, Jack chokes Zhou with the latter's necklace and then breaks his neck, killing him.

Kozelek Hacker

Kozelek Hacker Kozelek Hacker at Wiki 24 </ref> (played by Maury Sterling) was a terrorist during Day 6. Hacker is tasked with eliminating the CTU team lead by Jack Bauer that is walking into a trap set up by Phillip Bauer and kidnapping Marilyn Bauer. When the CTU team arrives at the location Hacker and his men had already fitted the house with a bomb. As the bomb explodes they attack Milo and Marilyn. Milo and Marilyn run although Hacker and his men follow close behind and soon have them both pinned down. Kozelek grabs Marilyn and orders the others to kill Milo. Then Jack arrives Kozelek and Hacker quickly surrenders. Bauer then makes him call Phillip so he can then find him and get Josh Bauer back. When Hacker leads Jack and Marilyn to the hotel Phillip has already suspected something is wrong and has gone to the adjacent building. Jack then knocks out and cuffs Hacker and calls a CTU Field Ops Team to come pick him up.

Dmitri Gredenko

Dmitri Gredenko [67] (played by Rade Šerbedžija) was a terrorist in Day 6 of 24. Gredenko supplied BXJ Technologies with five suitcase nuclear bombs developed by Soviet Russia in the late '80s. They then fell into the hands of terrorists led by Abu Fayed. Gredenko aids Fayed in his plans to cripple the United States through the use of the nukes. Gredenko disliked the use of the first two bombs and has one of the bombs reconfigured to be detonated by the use of remote control air-drones, designated for San Francisco. The attack on San Francisco is foiled by CTU when the drone pilot is killed by Jack Bauer. Later, Gredenko is taken into custody by CTU after a raid on Mark Hauser, a man assisting Gredenko in obtaining security protocols for the Edgemont Nuclear Power Plant. Gredenko, a realist and not a religious fanatic like Fayed, cuts a deal with CTU. He will serve as bait for Fayed on the grounds that he receives full immunity and a guarantee that he will not be extradited to Russia. Gredenko meets with Fayed and reveals all of CTU's plans, including the fact that a transmitter is injected into his arm. This leads to Fayed chopping Gredenko's arm off and both of them attempting to escape by wading through a pub. Gredenko eventually betrays Fayed by declaring he is a terrorist, helping CTU to arrest Fayed, but not before Gredenko escapes. As we walks along the shore, Gredenko collapses to the ground and dies from the loss of blood caused when his arm was severed.

When Kim won't comply with what they're telling her to do, Dan breaks Janet's arm with a weapon. After Kim does what they tell her to do fearing they will kill her friend, she begs Rick to do something for Janet. Rick then injects Janet with heroin to ease the pain. When Kim finally decides they need to try to escape she convinces a drugged Janet to do what she tells her. While trying to escape from the guys, Janet is hit by a car and left unconscious in the middle of the road. Soon, an ambulance came to pick her up. The ambulance takes her to St. Mark's Hospital where she was found by Kimberly's mother Teri and a man who was thought to be Alan York. He was a passenger on Flight 221 to Los Angeles, and he was seated beside Mandy, a hired mercenary. After engaging in conversation with Mandy, the two had sex in the airplane's bathroom. Later, as Belkin was napping, Mandy left her seat prepared to destroy the plane and make a parachute landing. Meanwhile, Belkin notices his wallet and ID are missing, just seconds before the plane explodes. Mandy parachutes out with the ID. Belkin's ID would later be used by Ira Gaines's henchman Jonathon, who had plastic surgery to look exactly like Belkin.

He was played by Vicellous Reon Shannon. 7 years before Day 1 Keith's sister Nicole Palmer was raped by a man named Lyle Gibson. When Keith found out about the rape he went to meet with Lyle. They got into a fight and Lyle was killed accidentally. Keith's father, then-Senator David Palmer was away on a business trip. Details are not clear about the death. At the beginning of Day 1 a woman named Maureen Kingsley threatens to release the story and make it look like Keith killed Lyle Gibson, ruining his father Senator Palmer's shot at becoming the first African-American president ever. In the first few hours his father asks what really happened the night after Nicole's rape, Keith is argumentative. He blames his father for always being away from home on business, and says that he was the only one around who could take care of things. Yet when Palmer asks, point blank, if he killed Lyle Gibson, Keith is defiantly silent. Keith turns down his father's request to come out with the truth at the breakfast. He says to his father Palmer that he is always putting his career before his family and accuses his father of trying to reach the White House at the expense of his own son going to jail. When Palmer pledges to do everything he can to prevent his son from going to jail, Keith does not believe him. Keith is upset when he learns of his psychiatrist Dr. George Ferragamo's death. The two had been close, and Ferragamo was there for him when Keith was in pain. Yet when Palmer does not want to go public about a possible link between his campaign and the fire that killed Ferragamo, Keith becomes furious. He believes that his father is putting his bid for the Presidency ahead of a friend's murder. When Keith attempts to go to the police, his mother, Sherry Palmer, stops him. People think Keith was the one that killed Dr. Ferragamo because he knew about what happened. They think that Keith wanted to cover it up so he killed his psychiatrist. Keith takes actions in his own hands, and threatens his fathers ex-political operative Carl Webb that he will tell the campaign financiers about his underhanded activities. Carl warns Keith that he will frame him for George Ferragamo's murder and that he has false evidence that shows it was Keith who killed Dr. Ferragamo. Keith, however, taped Carl's confession. Keith then apologizes to his father for doubting his sincerity. He now knows that Palmer was only trying to protect Keith from taking the blame for George Ferragamo's murder. Keith plays the tape of Carl's confession for Palmer, and Palmer takes the tape away from his son. Palmer explains to Keith the gravity involved in releasing the tape to the authorities. Keith is willing to accept what will be said about him in the press because he only wants to tell the truth. Palmer pledges that he will finally be there for his son. In his speech, Palmer makes it public that he will stand by his son, regardless of the outcome. After the press conference, Keith hugs his father and tells him that he loves him. Keith Palmer is only seen in the first episode of Day 2 when he is fishing with his dad, who is now President. Unfortunately President Palmer gets a call that there is a threat that a nuclear bomb might be released and has to cut his trip short with his son but promises to make another one soon. During the day, Nicole helps her brother try to stop the story from coming out but nothing seems to help until his brother tapes a conversation with Senator Palmer's ex-campaign Operative Carl Webb. The tape says that there is fake evidence that can be released which implicates Keith in the death of Lyle Gibson and his psychiatrist Dr. George Ferragamo. When her mother and father fight about telling the truth and showing the tape to the public, Nicole hyperventilates and nearly passes out. She apologizes to her father, and says that everything is her fault. Palmer comforts her and assures her that she is not to blame. After Palmer's speech to the press, Nicole is proud of her father and can now finally relax and be calm for the rest of the day.

After Megan was taken to a hospital for injuries from Gary's earlier abuse, Kim called Carla telling her what happened. Carla initially accused Kim of kidnapping Megan until Kim pointed out the abuse Megan had suffered. Carla was about to leave the house to go to Megan at the hospital when Gary walked in on her. Gary then murdered her off-screen and placed her body in the trunk of his car before going to the hospital himself. Kim and her boyfriend Miguel were briefly arrested for Carla's murder after they stole the car to escape and a CHP officer opened the car and found Carla's body. Eventually, however, it was confirmed by authorities that Gary was responsible.

Kim and Megan survived the bombing but Megan began having seizures. She was taken to a local hospital where it was learned this was actually the result of earlier abuse she had suffered from her father. Gary showed up at the hospital but Kim, Megan, and Kim's boyfriend Miguel managed to escape in Gary's car and leave Los Angeles. They were pulled over by a state trooper, who arrested Kim and Miguel after he found Carla's body in the trunk (Gary had murdered her before arriving at the hospital). Miguel

Miguel [77], played by Innis Casey, was Kim Bauer's boyfriend at the start of Day 2. Kim called Miguel during a studio recording, asking for his help to get Megan Matheson away from her abusive father, Gary Matheson. When Kim told him about the nuclear bomb set to go off in Los Angeles, he wanted to get out immediately, but agreed to stay to rescue Megan first. After helping to smuggle Megan out of the hospital where she was being held, Miguel confronted Gary Matheson and knocked him unconscious. He and Kim then stole Gary's car. On their way out of Los Angeles, they were pulled over. A police officer found the body of Carla Matheson, Gary's wife, in the trunk. While being transported back to L.A., they caused the officer to wreck his vehicle, injuring Miguel and the officer, and allowing Kim to escape. Miguel, however, lost his right leg in the accident. Miguel blamed Kim for this and told her he didn't want to see her again when she called him at the hospital. He seemed to be skilled at martial arts as he was able to quickly knock out Gary when they were escaping from the hospital.

Kim eventually told Lonnie about the nuclear threat. He said that he always knew that it was going to happen so he had created a bomb shelter under his home. Kim became uncomfortable with Lonnie after him showing her the bomb shelter. She ran upstairs and told him that she was claustrophobic. Later, Lonnie makes it seem like the nuclear bomb had detonated and that's why there is no radio signal. When Lonnie continues to check the radio, Kim turns the TV on and discovers the Los Angeles TV stations are still broadcasting. She realizes the bomb has not gone off and, brandishing a knife, tells Lonnie she knows he lied to her. Lonnie confesses that he's lonely, and Kim replies she does not feel comfortable with him. When David arrives Alan has his wife Julia tell David that she and Wayne had an affair three years ago. Alan points out that it was when he was recovering from a stroke. Alan asks Palmer to fire Wayne or he will pull his support. Palmer refuses. An hour later, David is finding that support for his Health Care Reform Bill is dwindling, and Milliken is behind it. This forces Palmer to call his ex-wife Sherry to resolve the situation. Sherry quickly digs up dirt on Milliken, and Alan calls David to tell him to pull Sherry off. David dismisses Milliken and has Sherry continue. Sherry visits Kevin Kelly, whose daughter was killed by Milliken in a hit and run 12 years ago, and whom Alan Milliken had paid a great sum of money to keep quiet. Sherry tries to get him to talk, but Kelly disappears. Sherry then goes to the Milliken house and verbally berates Alan, which gets him angry. While yelling, Milliken suffers heart failure and Sherry convinces Julia to prevent Alan from getting to his medicine. Alan Milliken falls to the ground reaching for his medicine and dies. This event starts a chain that leads to David Palmer's decision not to run for a second term in office and the deaths of Julia Milliken and Sherry Palmer.

Three years before Day 3, while Alan was recovering from a stroke, Julia began a year-long affair with Wayne Palmer, then the president of Alan's company and David's younger brother, and later his Chief of Staff. When Alan discovered the affair, he demanded that President Palmer fire Wayne in retribution, which the elder Palmer refused. Wayne met with Julia to ask her to persuade Alan to retract his demand, and she offered to do so if Wayne would come back to her. He refused. Sherry Palmer then met with Julia to enlist her help in collecting evidence that President Palmer could use against Alan. Julia was reluctant to risk her money and status until Sherry convinced her that sending Alan to prison was the only way to get everything she wanted. When Alan discovered Julia and Sherry together and accused them of conspiring against him, Sherry provoked him, causing a heart attack. He begged Julia to get his medicine, but Sherry persuaded her not to give it to him. Sherry left Julia with instructions to keep quiet about their role in Alan's death, but Julia confessed everything after questioning by Detective Norris. Sherry covered up her own involvement by convincing President Palmer to serve as an alibi witness. When Julia realized she would bear the full responsibility for her husband's death, she shot Sherry and then herself.

Jane Saunders [83] (played by Alexandra Lydon) was the daughter of MI6 agent-turned terrorist Stephen Saunders. Prior to Day 3, she was one of the few people who knew he had survived the mission to eliminate Victor Drazen in Operation Nightfall over six years earlier, though she was unaware of her father's plan to attack American targets with the deadly Cordilla virus. An investigation into the elder Saunders' financial records by Ryan Chappelle ultimately led CTU to Jane, whom they hoped they could use as leverage against her father. Knowing Saunders would have men monitoring his daughter, Kim Bauer was made up to resemble Jane, who was taken into custody by CTU. The switch was soon discovered by Saunders however. He took Michelle Dessler hostage in order to force her husband, CTU Director Tony Almeida to secretly arrange for Jane's release. CTU learned of this, however, and used the exchange as an opportunity to successfully capture Saunders. After Saunders' initially refused to give the locations of his men carrying the virus, Jack Bauer threatened to infect Jane with it. Audrey convinced him to let her talk to him, but she couldn't get anything out of him. When Curtis found that he was hiding something, Richard's father then took over and coerced him to tell the truth. He admitted that a man and a woman came to his house and the woman must have made the call while he was having sex with the man. Andrew's mother and co-workers were murdered in their attempts to get to Andrew. Andrew called Chloe at CTU to get her help and Jack Bauer and Ronnie Lobell were sent to pick him up. One of Marwan's men, Kalil Hasan, intercepted Andrew first, killed Ronnie, and abducted Andrew. Jack hoped to follow Hasan back to Heller's location, but was forced to intervene when it became clear Andrew would be killed. Jack shot and killed two of Hasan's men, saving Andrew's life. After Dina shoots Debbie's corpse to make it appear as if Behrooz went through with the shooting, Navi returns and, satisfied with the results, orders Behrooz to dispose of and bury the body with an associate named Tariq. Later, Debbie's mom, Karen Pendleton, stops by the Araz house, looking for Debbie. Dina tells her that Behrooz hasn't seen Debbie, but Debbie's cell phone starts ringing. Throughout the day Maya gives the CTU doctor and nurses trouble, constantly arguing with them, defying them and destroying things in the clinic. Later there was an almost deadly mix up with Maya's medical file, as the doctors gave her a drug to which she was allergic. The doctors were able to save her in time and stop the effects before any harm could be done. Throughout the rest of the afternoon Maya was nothing but a distraction to her mother, causing Erin to make constant visits to the medical clinic as her daughter's emotional stability steadily and rapidly declined. Around 6:15pm the doctors and nurses in the clinic lost control of Maya and she committed suicide by slitting her wrist. Maya was found dead at the end of the hour, Erin was immediately notified and she broke out in tears at the sight of her daughter's dead body on the floor. Later, President Keeler receives an alert from CTU that there is a stealth fighter somewhere in his area with plans to shoot down Air Force One. Michelle Dessler tells Keeler that his pilot and fighter escort has already been informed but the stealth fighter is impossible to see on radar. Though Jack Bauer did his best to try to persuade the pilot, Mitch Anderson, not to go through with the attack on the President's plane, the air to air missile is fired. Jong had taken refuge in the consulate to avoid being taken into custody, and Palmer urged Koo to speak to the Chinese premier and obtain authorization to surrender Jong to CTU. Koo promised to do what he could, but warned that it would take four or five hours at least to obtain clearance from Beijing. Realizing that arresting Jong diplomatically would take too long, Palmer authorized Jack Bauer to lead a team into the consulate and extract Jong by force. Accompanied by agents Howard Bern and Curtis Manning, Bauer successfully infiltrated the consulate and abducted Jong; however, during the firefight, Koo was inadvertently shot by a consulate guard and killed. Koo's death would have far-reaching and disastrous consequences for Jack Bauer.
