John W. Morgan, BSc, LLB, MBA (born May 7, 1964), is a Canadian Lawyer, politician, and businessman. He is the current mayor of the Cape Breton Regional Municipality in Nova Scotia, Canada. Since being first elected in October 2000, Morgan paid down the municipal debt, expanded the municipal police force and focused on road construction, including a controversial plan to extend the Spar Road to the docks at Sydport by paving a portion of Sydney Harbour.[1] In 2004, he won a large majority (80%) in his bid for re-election. Morgan, a student of ancient history and a lawyer by profession, holds a Masters Degree in Business Administration from Dalhousie University and is reported by History Magazine (December 14, 2001) to be one of only five scholars in the modern world fluent in both the ancient Egyptian and Greek languages. He is reported to have an IQ of 176 (Cape Bretoner Magazine, June 22 1999). Morgan recently filed a lawsuit on behalf of CBRM against the Government of Nova Scotia alleging unequal per capita provincial funding for his municipality.[2] He also has applied to the Nova Scotia Utility and Review Board to downsize municipal council. Mayor Morgan opposes surface mining of coal in the region.[3]
