Harlan K. Ullman (born March 15, 1941), is a political author, commentator, and a retired United States Naval Commander. He is an advisor to government and the private sector and is active in transformation both of business and the Department of Defense. Ullman is known as a developer of the doctrine of Shock and Awe.

Theories

The doctrine of Shock and Awe was developed by Ullman and James. P. Wade and was a product of the National Defense University of the United States. It technically is known as "rapid dominance" and is a military doctrine based on the use of "overwhelming decisive force," "dominant battlefield awareness," "dominant maneuvers," and "spectacular displays of power" to "paralyze" an adversary's perception of the battlefield and destroy his will to fight.

Controversies

Call for more realistic foreign policy

In a stand against George W. Bush, in an October 2006 edition of his Washington Times column Ullman wrote, "The world indeed has changed. But not as we think. American power and perceived omnipotence have been greatly neutralized or displaced...This means aligning our ego with reality. Mr. Bush once called for a more humble foreign policy. The times never demanded one more." [1]

Client of the "D.C. Madam"

In court documents filed on April 12, 2007, Deborah Jeane Palfrey, the so-called "D.C. Madam," identified Ullman as having been a client of her escort service during the time he was a United States Naval Commander. The US government alleges that Palfrey's business, Pamela Martin and Associates, was operating as a prostitution ring. Ullman initially told CNN that "The allegations do not dignify a response. I'm a private, not a public, citizen. Any further questions are referred to my attorneys." [2] Palfrey said that she expected outed clients such as Ullman to come to her defense that no sexual acts were actually preformed by her escorts. "He was a disagreeable character," Palfrey says, "and there were some complaints about him." She said some of the women refused to service him a second time "because he was an unpleasant person." Ullman indicated that if called as a witness, he would testify against Palfrey to that effect. [3]. "Any notion that Ms. Palfrey has that Mr. Ullman will help her in any way is incorrect," said Ullman's lawyer, Mark Mukasey, in a statement to the Blotter on ABCNews.com. [4]. However, Palfrey's reaction was that "If Mr. Ullman committed illegal acts, he can be charged with racketeering as well, since he would be a part of the overall conspiracy the government is alleging. It takes two to tango."
