An Air Operator's Certificate (AOC) in the UK or an Air Carrier Certificate in the US is an official document issued to an airline by its national safety regulator. It attests to the airline's competence regarding its ability to conduct a safe operation and clearly defines who is in charge of its safety oversight (the CAA's Safety Regulation Group near London Gatwick Airport in the UK). It therefore constitutes the key link to safety oversight. The possession of a valid AOC is one of the legal requirements any airline whose corporate headquarters are located in the UK must fulfill before the CAA's Safety Regulation Group will agree to grant it an operating licence. The CAA's Safety Regulation Group is the exclusive issuer of all AOCs in the UK.
