This report was an outcome of the work of a group appointed to consider how the National Curriculum programmes should be assessed.
Their recommendation that attainment in each subject was to be measured against a ten-level scale proved unmanageable and a slimmed-down Dearing version was introduced in 1995.
Many teachers found the most positive aspect of the TGAT report was its view that assessment should not only occur at the end of phases of work. Rather, it should be an integral part of the educational process and incorporated into planning and teaching strategies. This attitude to assessment was in line with assessment and record keeping approaches like the Primary Language Record of the Centre for Literacy in Primary Education.
