The difference in electrical potential, measured in volts, that exists across a MEMBRANE when it is at rest (that is when it is not undergoing DEPOLARIZATION or HYPERPOLARIZATION).

It is also known as the RESTING POTENTIAL and is normally about—70 mV: that is the inside of an AXON is relatively negatively charged with respect to the outside of the axon.
