A summit meeting held in Japan in 1997 on climate change which elaborated the UNITED NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE.
It committed the signatories to cutting 1990 levels of greenhouse gas emissions, mainly carbon dioxide, by on average 5.2 per cent by 2012. Although the treaty covers developing countries, they are excluded from meeting the targets for economic reasons.
