The use, or threat of use, of infectious or contagious agents with the aim of creating terror or to threaten, blackmail or incapacitate an enemy.

The term has been used principally to describe the intentional release – usually by air blast detonation or contamination of (particularly) water, food supplies or postal mail – of modified or attenuated bacteria or viruses.
