A liquid that reacts with metallic oxides to form SALTS and water; reacts with (most) metals to produce salt and hydrogen; or reacts with carbonates to produce salts, CARBON DIOXIDE and water. Although they are not ELECTROLYTES in pure form, they become so when dissolved in water.
