Summary

Rebecca writes a classified report about Rachel’s arrival. Rachel is inoculated and sterilized, and begins learning English. Macy claims to DODO at large that Rachel’s arrival was planned, just mis-timed. She states that DODO will start bringing forward witches, historical experts, and evacuees. Blevins and Frink privately discuss how to make a portable ODEC, and promote Oda to Scientist Emeritus to work on it. They hope to enable military use of “psy-ops,” or mind-reading and mind control. They intend to bring Gráinne forward in time to perform this magic, because of her magical strength and her perceived loyalty.
