Chapter 14, Chapters 120 - 122 Summary

Chapter 120. For the first time, there is observable political unrest. There are public demonstrations, which may or may not be viewed as being a problem. The gathered crowd has decided that it is against His Highness Count Leinsdorf. During these, Herr Arnheim is viewed by the public as representing Germany rather than Prussia. Ulrich watches from the distance; he is in a high place but does not have the responsibility for controlling this situation. Ulrich has another of his ideas, which the narrator lets readers in on.
