Theophilus Crowe

Theo is the town constable of Pine Cove. He has a twenty-year long daily marijuana habit, with an extensive bong collection and his own pot victory garden in his back yard. After a drug arrest several years ago, the county Sheriff blackmails Theo into running for (and winning) the town constable position so the Sheriff can manipulate Theo. With the job, Theo gets a cabin just off the Beer Bar Ranch and no questions about his drug habit as long as he keeps a low profile and stays off the ranch. Theo is not really good at anything except empathy and breaking up fights at the Head of the Slug Saloon. He lets Sheriff Burton bully him because he is afraid of him and the possibilities of a drug-free future.

When Bess Leander kills herself, Theo starts asking questions, even though Sheriff Burton threatens him not to...
