Cabarrus

Cabarrus is the former chief minister of Westmark. He is power hungry and cruel. Mickle and Theo remember him well; when they were younger he was the figure of their nightmares. He thinks of Mickle as a revolutionary that should be punished for betraying the throne. Cabarrus knew Mickle's identity as heir to the throne before she did.
