Summary

In Chapter 46, Akama was speaking at the press conference when Mikami entered the Press Room; Mikami heard him announce that Sergeant Kuriyama had already been arrested and dismissed from the force. Mikami observed the reporters in attendance. They looked dispirited, except for those from the Toyo. Akama announced that Captain Tsujiuchi had called upon each of the 19 district stations “’to reinforce their controls concerning the management of the detection facilities’” (321). Mikami observed Akama, remembering his injured pride. Akama and Shirota then stood. Akama apologized to everyone and bowed with Shirota. Many photographs were taken before the two again retook their seats. They offered to take questions.

Tejima from the Toyo raised his hand. He mentioned the past (couple-year old) suicide that occurred in the detention cells, and asked if there might be a “fundamental problem” with the management of these facilities (322). Shirota assured...
