Chapter 17, Boats Summary

Virlomi is looking for an ally to help rid India of the Muslims. In her mind, the former members of Ender's Jeesh think they can rule over her, but she has lived her whole life denying such a position. She is ready to only turn to Peter Wiggin for help and plans to offer herself in marriage. Peter tells her that he had hoped her purpose in meeting was to bring news that India is ready to ratify the Constitution and join the FPE. Peter rejects her proposal but lets her down gently, reminding her that gods don't need partnerships with mere mortals. Graff makes the same offer he made to the members of Ender's Jeesh. She leaves without looking back. Once back in India, she walks into the Muslim compound to the room where Alai sits. She undresses and Alai sends away his soldiers...
