Mrs. Piggle-Wiggle's House

Mrs. Piggle-Wiggle lives in an upside-down house, though not every room is upside-down. The narrator notes that it would be impossible to wash dishes in an upside-down sink, for example, so some of the things are right-side-up. The chandelier is on the ceiling of the living room, but the ceiling is at the bottom of the room so that everyone walks on the ceiling. The children gather around the chandelier and pretend it is a campfire, and Mrs. Piggle-Wiggle says she has the only practical chandelier in town. The house is the setting for many scenes of the novel, and Mrs. Piggle-Wiggle allows the children free rein to do what they want.
