The Duke of Vienna is to leave the city for a while, and plans to appoint Angelo to rule while he is away. According to the Duke, Vienna has become corrupted and he believes Angelo can help restore order. The Duke asks Escalus, a lord, what he thinks of the decision. Escalus replies that no one deserves the opportunity more because he is so full of grace and honour. The Duke calls Angelo before him and tells him of his decision. Angelo is honoured by the trust the Duke is putting in him, but would rather prove he is worthy before taking on such a task. The Duke answers that he is in a hurry and there is no time for that. He urges Angelo to "enforce or qualify the laws/ As to your soul seems good." (read more)
