District 3

District 3 is the district of the unnamed town that contains police HQ, the Inverness Casino, and the abandoned train station that has become a haven for drug addicts. The weather in District 3 is usually grim and rainy, and the people themselves are also usually dreary, given the dramatic unemployment and subsequent drug use in the region. District 3 -- along with the similarly depressed District 2 and District 4 -- stand in stark contrast to sunnier areas like Fife and Capitol, which are peaceful and centers of culture, respectively. The fact that the Inverness Casino is apparently the only business flourishing in District 3 underscores the bleak economics of the district.
