Summary

It is the 1970's in a dreary, dark English town that is struggling to get back on its feet under the new police commissioner (Duncan), after the previous commissioner (Kenneth) left a legacy of decay and destruction. The police have been tipped off that a large shipment of drugs is coming in through the docks, to the Norse Riders gang, led by the elusive boss Sweno. Inspector Duff, in charge of the narcotics team, has quietly brought a small group of officers to the docks, and is dismayed to see that Sweno has brought about a dozen members. Unbeknownst to Duff, his colleague Macbeth is watching the scenario from above, with the team of SWAT snipers that he leads.
