There were many changes occurring in the American education during these years. There was much interest in the literary crisis and the drops in achievement levels. There were studies on enrollment and retention and the problems colleges and universities were experiencing. There were all kinds of statistics.

This was all new to Mike Rose who had never viewed education in this way. He had always focused on individual students and now was forced to take a different perspective. He had to learn how to use the statistics to secure funding for their programs; he had Chip Anderson to help him. Dealing with policy makers was a new experience for Mike.
