Chapters 9 and 10 Summary

In Chapter 9, Marcus' father is angry when he is pulled over twice on the way home. He argues he is not angry because he was pulled over, but because of the incompetent nature of the reasons that he was pulled over. Marcus' father apologizes to him about his earlier opinion of the tracking. The next morning, however, Marcus' father tells him the city's situation may get better because the DHS has requested a 300 percent budget raise for the San Francisco area. They believe these false positives they have been receiving are the terrorists' way of throwing them off the track of the real trouble. The extra money will be used to investigate all the unusual activity they find. Marcus wonders how many people his attempt to screw the system will hurt.
