Summary

In Chapter 23, Nate met with Westfall and Elwood Holder, the chief of China operations, and learned that Barnabus Burns, the chief of station in Hong Kong, and the Australian Secret Service Agency were looking at a Chinese general by the name of Tan Furen. The general was addicted to gambling and had been dipping into army funds, in the amount of one million dollars, to finance his habit. Because Tan stood to be assassinated if his theft of the army funds was discovered, it was believed that Tan would agree to be recruited in exchange for having his gambling debts paid. Because there was such a stigma among the Chinese about being recruited by the Americans, Holder wanted Nate to pretend to be an SVR officer.
