The French King, Dauphin, and the King's advisors discuss what to do about the impending war with England. The King wishes to prepare for the war because he thinks it is better to be safe than sorry. However, the Dauphin tells his father to relax because he thinks the English will be easy to defeat because Henry is so foolish. The constable chides the Dauphin for being so careless and says he has greatly misjudged the young king. The constable and the king both remember the pain the French suffered at the hands of Edward, the Black Prince of Wales. As they continue to argue, Exeter is announced.
