Chapter 17 "Educational Decree Number Twenty-four" Summary

The following Monday, the children find notices throughout Hogwarts detailing Educational Decree Number Twenty-four, which officially disbands all student clubs, teams and organizations. Any group that wishes to reform must get permission from Umbridge. Harry and Ron think someone from their recent meeting has betrayed their plans to Umbridge, but Hermione reveals that she hexed the document the students signed and that any traitors will be easy to spot. The children ponder what this will mean to their study group and during Harry's first class, Hedwig appears at the window with a letter. Harry retrieves her, noticing that Hedwig appears to be hurt. Harry leaves class and takes his owl to Professor Grubbly-Plank for some medical care.
