Importance: After Tom utters a Regrettable Falsehood to Brian, Brian must decide whether to remain faithful to the system or to his friend. In the past, Brian has always rigidly adhered to the rules that govern his life in the Region. However, once Tom points out that the Visitors have yet to come, and might never in fact visit at all, Brian feels himself caught in a moral conundrum.
