Comporellon - Srtuggle for the Ship Summary

Trevize notes that there are few colors on Comporellon - everyone and everything appear in shades of black and white. Trevize, Pelorat and Bliss meet Mitza Lizalor, minister of transportation on Comporellon who points out that Bliss is on the planet illegally. Lizalor questions them at length, refusing to answer any questions herself. She asks Bliss's purpose aboard the Far Star and Bliss says that she's a passenger, nothing more. Trevize asks what law they have broken and Lizalor says Bliss has no papers. She acknowledges that some planets are lax on that regard, but says Comporellon is not. However, Lizalor then tells Trevize that they have not been arrested because Bliss has no papers, but because they have orders from the Federation to seize the Far Star.
