Chapter 5 Summary

Hope Hubris settles on a plan to make the destruction of the Saturnine ship look like an accidental collision with one of the mines guarding Ganymede. He sends a Jupiter sub to torpedo it, but the Jupiter ship is torpedoed in turn by a Saturnine sub.

In the meantime, Hope Hubris interviews candidates for posts, and evaluates them in his intuitive way. He hears from Hopie, who is working with Thorley, and he says that he sees working with Hopie as Thorley's only chance of making any actual contribution to the government.

At a press conference where Hope Hubris tries to put people's minds at ease about the transition, journalists ask him about the next elections, and he cannot answer sufficiently to satisfy them.
