Chapter 3 Summary

Emerald takes Hope Hubris to New Wash, where Spirit Hubris gives him strength and helps him prepare a transition speech, which delicately tells the people, "Accept the new order or else." (p. 34).

As Hope Hubris gets to the business of filling posts, he is troubled by the residual effects of a mind-wash, which removed some recent memories. He and Spirit agree that Senator Stonebridge should be in charge of the economy, and they name Admiral Phist for the suppression of crime and violence.
