Jesse Bard is a deputy sheriff. He is put in charge of the investigation of the jailbreak because he has special knowledge of Glenn Griffin. Seven years earlier, when Glenn was arrested, Bard was unwilling to see him taken to the safety of a jail cell, after shooting a policeman to death in cold blood, and so he punched Glenn as he surrendered, breaking his jaw.
