The President is suffering terrible dreams and is continuing to shut out Congress while implementing wild and unrealistic policies. Oates visits with the men running the research on the American version of Lugovoy's project. When Oates learns the details of the project, he assigns his men the task of finding a way to intercept the President's brain functions and send Lugovoy fake information instead.
