Chapters 4-6 Summary

Ty takes Gemma below the surface decks to the room where his settlement has called a meeting. They are discussing the outlaws. Benson Tupper, the Commonwealth's representative for Benthic Territory, explains to them that they have been tasked with capturing the bandits themselves, dead or alive. Until the outlaws are caught, the Commonwealth will be halting all supply ships, forcing Dr. Kunze to return to the surface, and stopping the subsidizing of new homesteads. The latter particularly upsets Ty.

Ty does not want to mention the outlaws right now and risk making matters worse, so he pretends that he has come to ask for the family sub. He explains that Gemma wants to see their homestead. Gemma is happy to play along with this. They travel to Ty's home, where a charged barrier of bubbles keeps predators out and the family's...
