At four in the morning, the FBI, CIA and NYPD descend upon the Wolf. Cross had never before been part of such a large operation. As they prepare to make their move, their suspect climbs out of his window, running across the roof. Mahoney and Cross chase him and he fires, hitting them both and knocking them down. Luckily, their vests prevent any other injury. A helicopter appears overhead and two men come out of the building. All are shooting. The FBI agents return fire and secure the area. Cross and Mahoney arrest Andrei Prokopev, the head of the trade delegation to New York.
