why is natural selection not considered a random or chance process?

Natural selection is a non-random process, and via a cumulative process brings about evolution. This cummulative selection can produce complex structures in a relatively short period of time. Mutations, however, may be considered 'chance', but natural selection...the idea of those that will or will not survive...is not.
