How can a change in thermal energy cause matter to change from one state to another?

When thernal energy changes the kinetic energy of the particles change too. If the kinetic energy goes up, then particles are able to overcome the forces holding them tobether. And if the kinetic energy decreases, then particles can become subjet to the forces pulling them together.
