Hosting a party is totally different from underage drinking.No one forces another to drink alcohol but supplying the drink could be an accessory after the crime.However since it most likely will be a private location it could well be outside the jurisdiction of law enforcement agents unless the underaged appears as a public nuisance and is arrested.So arresting adult party organisers when there is no complaint arising from public nuisance of drunk underaged is impracticable.

4HCL + 2MG[OH]2 = 2MG[CL]2 + 4H2O would be the simplist formula.
