What is vincent's meaning behind his statement " There is a new underclass. They have discrimination down to a science. Blood has no nationality."?

It's comparing today's society to the movie's. The new underclass is the god children. discrimination is a science because they judge you on your genetics. The more undesirable the genes of a person the more they are discriminated against. Blood has no nationality is another comparsion to the real world where people are judged by their race (no racist intended) not the quality of their genetic make up.
