Vinegar is a mixture of acetic acid and ethanol.This means that it is acidic as well as a bit organic alcohol content.A solvent is a liquid that is capable of dissolving solids in it to form a solution.Vineger is a good solvent because of its'ethanol can dissolve most solids.Most organic matter always decompose first to ethanol.Most strong acids can be neutralised by ethanol.The acetic acid is a weak acid so i t can also neutralize some strong bases.
