What was the weakness in the Roman empire's laws of succession?

The greatest weakness in the law of succession can be found when the throne, which passed from father to son, was without a legal, male heir. If the empire lacked a male heir, the empire would became a chaotic, bloody struggle, in which, the strongest contender would take the throne.
